
Bas Kotterink works for TNO as Senior Consultant Information and Communication Technology Policy. He brings over 15 years research and programme management experience working in the field of ICT Policy and International Cooperation on assignments with the United Nations and R&D institutes in France, Canada and South Africa.
The past 5 years Bas specialized in the field of public sector innovation and eGovernment, working first as ICT adviser in the UK Ministery for International Development (DFID) and subsequently as director of public services start-up company OpenSea. At DFID he lead UK funded country programmes on ICT in Education in South Africa and developed a portfolio of projects on Open Source in Government and Education. His current research interests include Open Innovation and Social Computing. For TNO he worked and works on major EU future such as 'ICT driven models of eGovernment' and the 'Impact of Social Computing in the public sector'. He is also charged with TNO-ICT's knowledge management programmes on topics such as 'Employees 2.0' and 'Crowdsourcing in Business'.
Bas holds and MSc. in Water Resources Management and a supplementary degree in Policy and Management both from the Vrije University Amsterdam.
